Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

Submission of price offers only in ruble currency
Necessary materials that the contestant must upload to the ETP:
1. Presentation about the company, which must necessarily include:
– customers who are included in the pool of 2021 and 2022, divided by year;
– letters of recommendation from clients who confirm the work for the specified periods (at least 1 letter from a client in the TOP 30);
– the size of its own pool of customers, reflected in the total amount of rubles, broken down by channels: separately TV, separately outdoor advertising;
– the list of participants of the team allocated for this competition. With a detailed reflection of at least 5 years of work experience in a media agency for at least 2 employees (specify the name of the agency, the period in the years of the employee's work).
2. A brief description of the analysis methodology for each report and examples of reports, deadlines for the submission of quarterly, annual reports on lot No. 1.

The bidder may repeatedly improve his price offer until the end of the submission of applications.
Only one legal entity may participate in the tender procedure from a group of affiliated (related) companies. Otherwise, it is considered as a restriction of competition and is the basis for the withdrawal from the competition of all affiliated participants.

This procedure for requesting proposals is not an auction or a tender, does not fall under the scope of Articles 447-449 of the Civil Code of the Russian Federation and does not entail the emergence of legal obligations for the Customer to choose a supplier.
