Requirements to the bidders:
A tender may be any legal entity or an individual entrepreneur. The Participants of the competition who have proposed the best conditions for the execution of the Agreement and who meet the following requirements may claim victory in the competition:
a) compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation to persons performing the obligations that are the subject of the Agreement;
b) failure to liquidate the Participant of the Competition - a legal entity and the absence of a decision of the arbitration court to declare the Participant of the Competition - a legal entity, an individual entrepreneur bankrupt and to open the bankruptcy proceedings;
c) non-suspension of the activities of the Participant of the tender in the manner prescribed by the Code of Administrative Offenses of the Russian Federation on the day of the submission of the Bid Application;
d) submission of information provided for in clause 5.1.4 of the Competitive documentation;
e) the Bidder’s lack of tax arrears on taxes, fees, debts on other obligatory payments to the budgets of the budget system of the Russian Federation restructured in accordance with the legislation of the Russian Federation, for which there is a valid court decision recognizing the applicant's obligation to pay these sums executed oh and that deemed to be uncollectible in accordance with the legislation of the Russian Federation on taxes and fees) for the previous calendar year, which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the financial statements for the last reporting period. A bidder is considered to comply with the established requirement if he has filed an application with the established procedure for appealing the specified arrears, debts and the decision on such an application was not made at the date of consideration of the application for participation in determining the supplier (contractor, contractor)
f) the absence in the register of unscrupulous suppliers (contractors, performers) of information about the Bidder, including information about the founders, members of the collegial executive body, the person performing the functions of the sole executive body of the Bidder - a legal entity;
g) the absence of the Participant of the contest - an individual or the head, members of the collegial executive body or the chief accountant of the legal entity - Participant of the contest; these individuals punishments in the form of deprivation of the right to occupy certain positions or engage in certain activities that are associated with the supply of goods, performance of work, provision of services their object of ongoing procurement, and administrative punishment in the form of disqualification;
h) the insurer must have full legal capacity to enter into and execute the Contract (must be registered in the prescribed manner, have a license to carry out these types of insurance, valid until the end of the insurance period inclusive), comply with the requirements of the legislation of the Russian Federation this type of service;
i) the Participant of the Competition for the last 2 (Two) years of experience in executing similar contracts, the cost of which is not less than 25% (Twenty-five percent) of the initial (maximum) price of the Contract concluded as a result of the competition.
