Requirements to the bidders:
A tender participant can be any legal entity or individual entrepreneur. Competition participants can claim the victory in the competition, who have proposed the best conditions for the execution of the Agreement and meet the following requirements:
a) the compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation for persons performing obligations that are the subject of the Agreement;
b) failure to liquidate the Tenderer - legal entity and the absence of a decision of the arbitral tribunal on declaring the Tenderer - legal entity, individual entrepreneur bankrupt and on the opening of bankruptcy proceedings;
c) non-suspension of the activity of the Bidder in the manner prescribed by the Code of Administrative Offenses of the Russian Federation on the day of submission of the Bid;
d) presentation of the information provided for in clause 5.1.4 of the tender documentation;
e) the Participant does not have arrears in taxes, fees, debts on other obligatory payments to the budgets of the budget system of the Russian Federation (except for the amounts for which a deferral, installment plan, investment tax credit is provided in accordance with the legislation of the Russian Federation on taxes and fees, which restructured in accordance with the legislation of the Russian Federation, according to which there is a court decision that has entered into legal force on recognition of the applicant's obligation to pay these amounts oh and that deemed to be uncollectible in accordance with the legislation of the Russian Federation on taxes and fees) for the previous calendar year, the amount of which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the financial statements for the last reporting period. A tender participant is deemed to be in compliance with the established requirement if he has filed an application to appeal against the specified arrears, arrears and a decision on such an application on the date of consideration of the application for participation in the determination of the supplier (contractor, contractor);
f) the absence in the register of unscrupulous suppliers (contractors, performers) of information about the Bidder, including information about the founders, about the members of the collegial executive body, the person acting as the sole executive body of the Bidder - legal entity;
g) the absence of the Participant of the tender - an individual or from the head, members of the collegial executive body or chief accountant of the legal entity - the Participant of the criminal record for crimes in the economic sphere (except for persons for whom such a criminal record has been canceled or withdrawn), as well as non-application in relation to the specified individuals punishment in the form of deprivation of the right to occupy certain positions or engage in certain activities that are related to the supply of goods, performance of work, provision of services, which is their object of ongoing procurement, and administrative punishment in the form of disqualification;
h) the insurer must have the full legal capacity to conclude and execute the Agreement (it must be registered in the prescribed manner, have a license to carry out these types of insurance, valid until the end of the insurance period inclusive), comply with the requirements of the legislation of the Russian Federation for persons providing this type of service;
i) the Participant in the tender for the last 2 (Two) years experience in the implementation of similar contracts, the cost of which is not less than 25% (Twenty-five percent) of the initial (maximum) price of the Contract concluded by the tender results.

Contract conclusion date:
An agreement on the results of the competition between the Customer and the Winner of the competition is concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of placement in the unified information system of the final protocol drawn up according to the results of the competition.
The contract is concluded in writing by drawing up one document signed by the parties.
