Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:Postpaid non-cash payment system. When concluding a contract, prices must be fixed for a period not less than 01.04.2022 (i.e., not less than 1 year). The date of performance by the Customer of its obligations to pay for services is the date of debiting funds from the Customer's current account. Payment for work / services is carried out within 21 (twenty one) calendar days from the date of submission of a package of supporting documents (invoice, certificate of completion, register), and if the documents are submitted at different times - according to the last missing document.
Delivery terms:Bus service daily
- Drivers with the appropriate categories must be allowed to carry passengers;
- Compliance with the work and rest regime of drivers established by the legislation of the Russian Federation;
- Regular provision of drivers with the necessary operational information about traffic conditions and work on the route;
- Organization of control over compliance by drivers with the requirements for ensuring the safety of passenger traffic.
- Providing vehicles with fuels and lubricants;
- Ensuring the replacement of vehicles during their repair;
- Availability of a license in accordance with the Decree of the Government of Russia dated February 27, 2019 No. 195 "On licensing activities for the transportation of passengers and other persons by buses."
Requirements for the quality of services provided:
Passage of state technical inspection by buses and control before release to the line.
Drivers must undergo mandatory pre-trip medical control and have a corresponding mark in the waybill.
Compulsory observance of the bus delivery time.

This request for proposals procedure is not an auction or tender, is not subject to Articles 447-448 of the Civil Code of the Russian Federation and does not entail legal obligations for the Organizer to choose a winner, supplier (contractor, performer), is not an offer, does not contain the Organizer's obligation to conclude agreement with the participant. Summing up the results of the procedure, the Organizer carries out in accordance with its internal local regulations
