Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Payment terms:Payment for services is made by the Customer within 60 calendar days from the date of receipt from the Contractor of the invoice, invoice issued on the basis of the acceptance certificate of the services rendered signed by the parties. By signing the Certificate of Delivery and Acceptance of the Services Rendered, the parties confirm the fact of delivery and acceptance of the services provided by the Contractor for the reporting period.

TO PARTICIPANTS OF THE PROCEDURE FOR INFORMATION!
1. Acceptance of applications for participation in the procurement procedure takes place on the electronic platform B2B-Center until 03.12.2021 15-00. The application must be accompanied by a scan of the completed information about the applicant, a scan of the completed occupational health and safety questionnaire with attachments and experience in providing similar services (performance of work).
2. Access to the technical and commercial part of the procurement documentation, as well as to the draft agreement will be carried out after checking the participants until 09.12.2021 15-00
3. The deadline for the submission of the procurement proposal and the opening of the technical part of the procurement proposals of the bidders is 12/14/2021 15-00
4. Rebidding date will be indicated additionally.
5. The cost of offers is indicated in rubles for the full volume of services provided (work performed) excluding VAT.
6. Commercial offers without the necessary attachments in accordance with the Instructions to the Bidder (clause 14) may not be admitted to rebidding.

Note: this request for prices is not a tender (public tender) notice or a public offer and is not governed by Art. 447 - 449, part 1 of the Civil Code of the Russian Federation, Art. 1057 - 1061 part 2 of the Civil Code of the Russian Federation. Thus, this procedure does not impose on the Organizer an appropriate volume of civil and legal obligations and reserves the right to refuse all received Proposals for any reason or to terminate the selection procedure at any time, without incurring any liability to the Participants.
