1. Proposals will not be accepted without providing the requested documents and completed forms.
2. Criteria for choosing the best offer: availability of the necessary documents for the provision of services, the terms and cost of the provision of services, payment terms, experience in providing similar services.
3. This RFP procedure is not a tender and is not subject to Articles 447-449, Section 1 of the Civil Code of the Russian Federation;
4. This procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation.
5. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
