This bidding procedure (RFP) does not constitute a bidding (tender or auction), and is not subject to articles 447-449, Part 1, of the Civil Code of the Russian Federation, as well as clause 2, article 3 of Federal Law 223-FZ as of 18.07.2011"On procurement of goods, services and works by legal entities of certain types". This open RFP is also not a public tender and is not subject to articles 1057-1061. Part 2, of the Civil Code of the Russian Federation. Bidding organizer shall have the right to reject all the received proposals for any reason or to terminate the RFP at any time, incurring no liability towards the participants.
