Restriction on submission of a bid higher than previously submitted
Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

Payment terms:Payment shall be made by the Buyer provided that the Supplier has submitted a duly executed invoice to the Buyer. The Buyer pays in the amount of 100%, from the cost of services (works) within 20 (twenty) calendar days from the moment of delivery of the Goods (performance of works, rendering of services) and signing by the Parties of the Act of acceptance-transfer (Act of fulfillment of services, works) or other Document confirming delivery (performance of services, works).
Delivery terms:Agreement is concluded for 12 months.

This procedure is not a contest, it is not regulated by articles 447 – 449 of the first part of the Civil code of the Russian Federation. This RFP procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation.
