Comments:
1. More details are set out in the cover letter.

2. Proposals will not be accepted without uploaded documentation:
- Completed Offer Card (Appendix # 3 to the letter);
- Documents in accordance with the list (Appendix No. 4 to the letter);
- Protocol of disagreements to the contract, if any (Appendix No. 5 to the letter).

3. Criteria for choosing the best offer: availability of the necessary documents for conducting business, work experience, quality, terms of work, cost, payment terms.

4. This RFP procedure is not a tender and is not subject to Articles 447-449, Section 1 of the Civil Code of the Russian Federation;

5. This procedure is also not a public tender and is not regulated by Articles 1057-1061, Section 2, of the Civil Code of the Russian Federation;
Thus, this request for proposal procedure does not impose on the Customer the corresponding volume of civil legal obligations.

6. The attached Agreement is not a public offer, but the terms of the Agreement will be binding on the winner of the auction.
