Per-item bid submission
Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Minimum bid increment/decrement
The Organizer has established a minimum decrement for a Bidder's changing per unit price for each item from their previously submitted proposal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

Payment terms:Non-cash payment by transferring funds to the account of the Supplier within 60 (sixty) calendar days from the date of the mutual signing of the acceptance certificate of the work performed.
Delivery terms:Service provision period: during the heating season from October 01, 2020 to April 30, 2021.
The price of the services offered must be indicated taking into account transportation costs, insurance costs, taxes, customs duties, fees and other mandatory payments. It is required to provide a calculation and qualifications of personnel.

Comments:
This request for proposals procedure is not a tender, and its implementation is not regulated by Articles 447-449, Section 1 of the Civil Code of the Russian Federation.
This procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation.
The organizer has the right to refuse received offers for any reason or to terminate the request for quotation procedure at any time, without incurring any liability to the Participants of the request for proposals.

1. Commercial proposal;
2. Extract from the Unified State Register of Legal Entities;
3. A copy of the value added tax (VAT) declaration with a receipt of receipt by the tax authority;
4. Certificate of state registration of legal entities faces;
5. Certificate of tax registration of a legal entity faces;
6. Certificate on the status of calculations of taxes and fees, dated no more than 30 days by the date of submission;
7. Articles of Association (in full);
8. Accounting statements for the last reporting period;
9. Certificates, licenses, dealer relations.
