This procedure is not a competition, its implementation is not governed by articles 447–449 of part one of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not governed by articles 1057–1061 of part two of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
