Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

2. Payment for the work performed is based on the cost of the work actually performed after 60 (sixty) calendar days when the monthly form of the act of rendered services and issued invoices is provided.

WHEN DOWNLOADING DOCUMENTS, IT IS NECESSARY TO ATTACH THE COMMERCIAL PROPOSAL IN ACCORDANCE WITH THE FORM.

1. Indicate the price on the site and in the commercial offer without VAT.

2. When choosing a WINNER of a REQUEST FOR PROPOSALS, the following will be taken into account:

- the total cost of the provision of services, including the cost of mobilization from the place of deployment of equipment to the place of work and vice versa, in this regard, the most preferred is to find the required equipment in the region of the provision of services (Yamal-Nenets Autonomous Okrug, Khanty-Mansi Autonomous Okrug);

- the results of the AGREEMENT TO ATTRACT THE EXECUTOR OF WORKS WITH NOVATEK-PUR JSC.
In case of refusal of approval by NOVATEK-PUR JSC, the NEXT according to the rating of technical and commercial assessment will be considered as the WINNER.

3. Terms of service:

- the number of tracked all-terrain vehicles - 2 units;
- single-shift operation mode;
- shift duration 10 hours;
- diesel fuel is provided by the Customer;
- current repair, maintenance of equipment is carried out by the Contractor.

4. MANDATORY REQUIREMENT for applicants, which will be taken into account when summing up the results - AVAILABILITY OF TECHNIQUE, which is connected with the requirements of NOVATEK-PUR JSC regarding access control at the field.

5. The cost should include all costs and expenses for the provision of services, including the costs of relocation and organization of work on the spot, winter appreciation, shift costs, as well as transportation costs, the costs of conducting work at an existing enterprise, all taxes, fees and other payments stipulated by the legislation of the Russian Federation, as well as costs of work not specifically mentioned, but which are necessary for the performance of work.

6. The duration of the services is indicative, and may be changed by the Customer.

7. The request to ask all questions on the procedure using the ETP functionality (requests for clarification).

8. Participants of this procedure MUST attach attachment of the bidder’s COMMERCIAL PROPOSAL and documents in accordance with clause 9 simultaneously with the submission of the proposal, as well as a file in the form of a scanned copy of their commercial proposal (indicating the timing of work) signed to their proposals in electronic form by an authorized person and certified by the seal of the organization-participant of this procedure (the form is attached). In case of non-fulfillment or improper fulfillment by the participant of the procedure of this requirement, the organizer of the procedure reserves the right not to consider the proposal of this participant.

9. To provide, upon request, proposals:
- Partner card;
- Commercial offer (according to the attached form);
- Copies of PTS (PSM) for equipment planned for the performance of work;
- A letter of guarantee on the unconditional signing of the draft contract as amended by the Customer;
- A letter stating that all costs associated with the provision of services, including, but not limited to, accommodation and meals for personnel, as well as mobilization and demobilization of personnel, repairs, maintenance of equipment, etc., excluding diesel fuel (Customer’s supply), are included in the price of the commercial offer ;
- If you have the technical ability to organize the mobilization of construction equipment from the place of deployment to the place of work and vice versa, on a deferred payment basis, indicate the cost of the costs in the offer separately.
- A letter of agreement with the terms of payment for the work performed and the timing of the work;
- Letter on the provision of services on their own;
- Charter;
- Certificate of registration of a legal entity, re-registration and tax registration at the location;
- Licenses, if the performed works, services relate to the type of activity subject to licensing;
- Balance sheet and profit and loss statement for the last reporting period, audit report;
- VAT and income tax declaration for the last reporting period;
- IFTS certificate on the fulfillment by the taxpayer of the obligation to pay taxes, fees, penalties, fines, interest and the status of tax payments (not older than 30 days);
- Extract from the Unified State Register of Legal Entities (USRLE) (not older than 30 days);
- Information about the applicable taxation regime and, if the organization applies the simplified taxation system, the notification of the tax authority on the transition to a simplified taxation system;
- Card with samples of signatures and stamps;
- Information about the location of the counterparty at the place of registration, actual location (documents confirming the right to lease, ownership of accommodation facilities);
- Copy of the passport of the head and (or) the person signing the contract by the counterparty;
- Copy of the order on the appointment of the chief accountant;
- Information about experience, technical equipment, availability of bases, number and qualifications of personnel (Appendix No. 1-3);
- Information on reviews and recommendations (Appendix No. 4).

ALL SUBMITTED DOCUMENTS SHOULD BE NAME IN ACCORDANCE WITH ITS CONTENT


The validity of the proposal of the participants is not less than 90 days.
