Scope of services:
1. Measurements of the concentrations of pollutants, meteorological parameters, noise at the border of the SPZ at the points determined by the Customer at the facilities:
The site of the Albazin mining and processing plant - 672 measurements;
Production base in Amursk - 392 measurements;
Transport crossing over the Amgun river in the area of the Talakan brook - 44 measurements;
Berth No. 1 of the Warehouse section in the village of Oglongi - 51 measurements;
Berth No. 2 of the Warehouse section in the village of Oglongi - 32 measurements;
Berth No. 3 of the Warehouse section in the village of Oglongi - 56 measurements;
Household complex of the site in the village of Oglongi - 42 measurements;
Polygon TBiPO Albazinsky GOK - 54 measurements;
2. Measurements of industrial emissions on the territory of Albazinsky GOK at emission sources specified by the Customer - 378 measurements.
Responsibility and obligations of the Contractor
1. Provide the Customer with services of proper quality, based on applications;
2. Carry out on their own and at their own expense the delivery of samples to the place of service provision;
3. Provide services for carrying out measurements at the request of the Customer within 30 (thirty) calendar days from the date of receipt of the application:
- industrial emissions - no later than 20.06.2021
- atmospheric air at the border of the SPZ in the 2nd quarter - no later than 20.06.2021;
- atmospheric air at the border of the SPZ in the 3rd quarter - no later than September 20, 2021;
- atmospheric air at the border of the SPZ in the 4th quarter - no later than 10.12.2021;
4. Provide services in accordance with the current procedure for conducting research, testing, measurements and issuing protocols of the established sample. Free of charge, at the request of the Customer, to correct all the identified deficiencies, if in the process of providing services the Contractor made a deviation from the conditions agreed in the Agreement, which worsened the quality of work;
5. Be responsible for the quality and objectivity of the results of research, tests, measurements in accordance with the legislation of the Russian Federation, and be exempted from such in the event that the Customer does not ensure the readiness of the facility, the availability of investigated materials at the facilities and the Contractor's access to the facilities for sampling and laboratory and instrumental research, testing, measurements;
6. At the end of each stage of work on the relevant application, based on the results of research, tests, measurements, no later than 30 (thirty) calendar days, issue the Customer with the protocols of the established form, as well as submit the Certificate of Services Rendered, via e-mail, followed by sending the originals by mail or by courier on receipt;
Requirements for the Contractor:
Availability of valid Accreditation Certificates for Testing Laboratories (Centers) in the accreditation system of analytical laboratories (centers).
The procedure for the provision of accommodation and catering services for the Contractor's employees:
1. At the Customer's facilities (the territory of the Albazinsky GOK, the village of Oglongi, the city of Amursk) meals, accommodation and personal services for the personnel are provided at the expense of the Contractor.
2. For catering, accommodation and consumer services at the Customer's facilities (the territory of Albazinsky GOK, Oglongi village), the Contractor must conclude an agreement with Arctic Catering Service LLC (AKS LLC) - a company that provides these services at the Customer's site. A typical form of an agreement with AKS LLC is given in the Appendix to the TK. (the cost of accommodation, food and consumer services for 1 person per day is 678.74 rubles excluding VAT at the rate of 20%);
3. The contract with LLC "AKS" is concluded after the approval of the results of the procurement procedure / notification of the bidder about the victory;
4. When performing work at the Customer's facility in the city of Amursk, the Contractor independently provides its employees with personal services (food, accommodation, consumer services);
5. When submitting a commercial proposal, the bidder separately indicates the amount of expenses for food, accommodation and consumer services. These costs are to be paid by the Customer in the amount actually incurred and documented by the Contractor, but in any case not more than the amount indicated in the calculation.
The order of mobilization / demobilization of employees and equipment of the Contractor:
1. Delivery of personnel to the Customer's site (the territory of the Albazinsky GOK) from the collection point (in Khabarovsk or Komsomolsk-on-Amur) and back is carried out by forces and at the expense of the Customer;
2. Delivery of personnel from the location of the Contractor to the collection point (in the city of Khabarovsk or in the city of Komsomolsk-on-Amur) and back is provided by the Contractor on its own and at its own expense. The costs must be included by the Contractor in the cost of the work (with the provision of an appropriate cost calculation);
3. Delivery of personnel to the Customer's site (St. Amursk of the Khabarovsk Territory) from the collection point (in the city of Khabarovsk or the city of Komsomolsk-on-Amur) and back, carried out by forces and at the expense of the Contractor
4. Immediately before arriving at the Customer's facility (the territory of the Albazinsky GOK, Oglongi village), the Contractor is quarantined for a period of 3 to 5 days in a place determined by the Customer (St. Khabarovsk or Komsomolsk-on-Amur). The collection point for quarantine is specified before mobilization (before entering quarantine, it is mandatory to provide an opinion of the medical commission for each employee). For the period of quarantine, meals (three times a day), accommodation, medical care (examinations, thermometry, testing for COVID-19) of the Contractor's employees is carried out at the expense of the Customer;
5. Before arriving at the Customer's site (St. Amursk), the Contractor provides a certificate of the absence of coronavirus (COVID-19).
Occupational health and safety requirements:
1. Availability of a labor protection system (OSH);
2. Availability of an OSHMS certificate for compliance with ISO (possibly GOST R);
3. Hazard identification and risk assessment procedures in place in the workplace.
4. Availability of the procedure for the Everyday Risk Assessment - filling out the card of compliance of the workplace with safety requirements;
5. Availability of a service or an occupational health and safety specialist in the staffing table.
