Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Comments:
1. Request for proposals is not a type of bidding and does not come under the regulation of Articles 447-449 of Part 1 of the Civil Code of the Russian Federation. When conducting a request for proposals, an invitation to participate in the request for proposals together with the documentation for the request for proposals is an invitation to suppliers to make offers to the organizer of the request for proposals; an application for participation in a request for proposals is an offer of a potential participant in the request for proposals. In this case, the organizer of the request for proposals does not have the obligation to conclude an agreement based on its results.

and selected the winner: Grishakov S. Iu. IP – (Bidder 1) (Гришаков С.Ю.) submitting a bid dated of 30.12.2020 13:40 totalling to 4 307 016,00 RUB (VAT free)
Обоснование: По результатам рассмотрения документации Участника, представленной в составе Заявки, Единая комиссия Общества признала Заявку Участника ИП Гришаков С.Ю. полностью соответствующей требованиям Закупочной документации.
В соответствии с п. 8.2.4.б) «Положения о закупках товаров, работ, услуг» Единая комиссия Общества приняла решение заключить Договор с единственным Участником Запроса предложений, подавшим Заявку на участие.
Решили:
1. Признать Заявку Участника ИП Гришаков С.Ю. полностью соответствующей требованиям Закупочной документации;
2. Заключить договор с единственным Участником Запроса предложений № 2536000 для разработки платы функционального контроля на базе микропроцессора BE-S1000 для нужд АО «БАЙКАЛ ЭЛЕКТРОНИКС»
