2. Proposals sent in violation of the established form and the set of requested documents, as well as with non-compliance with the established deadline, will not be accepted for consideration.
3. Contract awarding criteria: availability of necessary documents, quality, terms and cost of work, payment conditions, work experience.
4. This procedure does not constitute a public tender and is not regulated by Articles No. 447-449 of the Part I of the Civil Code of the Russian Federation,
5. This procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation.
6. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
7. The attached Contract is not a public offer, however, the terms of the Contract will be binding on the bidder.
