Please note that this request is not a form of competition/auction/public offer and does not fall under the regulation of articles 447 — 449 of the first Civil Code of the Russian Federation. When conducting request for price quotations/offers an invitation to participate, together with documentation on request is an invitation to suppliers to make offers to the Organizer of the procurement procedure; application for participation in the request is an offer of potential Participant of RFQ/RFP. Thus the Organizer has no obligation to enter into a contract based on RFP results.
In case the participant registered in the system does not have the possibility of self-submission of the offer due to the absence of EDS it is possible to load the offers sent to the organizer's e-mail.
For loading offers on behalf of the participant is OBLIGATORY presence of three documents:
- Offer (commercial offer) certified by the signature of the authorized person and the seal of the Organization (must contain the number of products offered, the price per unit with VAT, the total amount with VAT);
- Document establishing the right to act on behalf of the counterparty (for example: Charter, power of attorney);
- Letter of rejection of further claims on the occasion of the fact that the tender is not submitted by the participant himself (in free form on the letterhead of the company with the signature of the authorized person).
All offers from participants who do not have EDS should be sent to the e-mail address of the organizer of gmn@belmk.ru.
Acceptance of offers to the organizer's e-mail address is completed up to 6 hours before the end of the procedure, loading of bids for tenders is possible up to 4 hours before the end.
As well as if the potential supplier disagrees with the terms of the lot (Terms of payment, terms of delivery, etc.) It is necessary to specify their terms in the commercial offer (offer) or in additional comments.
