Per-item bid submission
Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:The Customer transfers funds to the Contractor's settlement account in rubles within 30 (thirty) calendar days from the date of the last of the following circumstances: receipt by the Customer of the invoice and invoice (or UPD), and signing by the Parties of the Act of Acceptance and Transfer of the services rendered

The commercial offer of the Counterparty must contain:
1. Signed NDA
2. Price offers in excel (Appendix 1), + a proposal signed by an authorized representative of the Counterparty in the form of Appendix 1, indicating the legal entity from which the commercial offer is submitted
3. Bidder's questionnaire (Appendix No. 2)
4. Official letter on the letterhead of the Counterparty on the readiness to accept the terms of the Service Agreement (Appendix No. 7) in the form of LLC Sistema PBO
5. Indication of the cost on the b2b electronic platform
6. Presentation about the company
7. Other conditions described in clause 4.5 of the Task
The offer is valid for 3 months from the date of submission.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
