The procedure for submitting documentation:
An open request for proposals is held on the trading platform www.b2b-mrsk.ru in accordance with the rules and regulations in force in this System. The participant of the open request for proposals must be a user registered in the System as a legal entity or an entrepreneur without a legal entity in the prescribed manner and possessing the rights of a member of the System. Documentation is provided through the competition (procurement) board of the official website and the System to any participants who have indicated their desire to participate in the request for proposals. Documentation is provided in the form of an electronic document.
Place, date and procedure for granting competitive offers by participants:
- Participants submit their Competitive Bids through the System’s trading platform in accordance with the rules and regulations in force in the System. Proposals must be submitted to the Organizer’s electronic safe using information security tools implemented in the system.
- The customer finishes accepting Offers in the System at 10:00 (Moscow time) on November 01, 2018.
- In addition to the provision of proposals through the trading platform of the System, the Participant must submit the original proposal on paper.
- Participants should take into account that Offers submitted via the System’s trading platform and on paper should be identical.
- Before submission, the original proposal must be securely sealed in envelopes (bags, boxes, etc.). The offer is sealed in an envelope, indicated by the words "Competitive Bid".
- Each of these envelopes must include the following information:
name and address of the Organizer;
full name of the Participant and his postal address;
subject of the Treaty.

The organizer receives simultaneous access to the proposals received by the Participants starting at 10:00 am Moscow time, November 01, 2018 in accordance with the rules and instructions for the procurement procedures posted on the B2B-MRSK System website.
Consideration of competitive bids and the signing of a protocol for review will be carried out at 10 o'clock. 00 min. This Notification is an integral part of the Procurement Documentation for an open request for proposals for the right to conclude an Agreement for the provision of insurance services for the needs of JSC "ATC" for the lot:

This request for proposals is not an offer or public offer of the Customer. This procedure for requesting proposals is not a procedure for holding a competition and its conduct is not governed by Articles 447–449 of Part One and Articles 1057–1061 of Part Two of the Civil Code of the Russian Federation, i.e. does not impose on the Organizer and the Customer of the corresponding amount of civil and legal obligations. The organizer has the right to reject all received proposals for any reason or to terminate the procedure for requesting proposals at any time without incurring any liability to the Participants.
