Requirements to the bidders:
A tender may be any legal entity or an individual entrepreneur. Applicants who have offered the best conditions for the execution of the Agreement and who meet the following requirements may claim victory in the competition:
a) compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation to persons performing the obligations that are the subject of the Agreement;
b) failure to liquidate the Participant of the competition - a legal entity and the absence of a decision of the arbitration court on recognizing the Participant of the competition - a legal entity, an individual entrepreneur as bankrupt and on opening the bankruptcy proceedings;
c) non-suspension of the activities of the Tender Participant in the manner prescribed by the Code of Administrative Offenses of the Russian Federation on the day of the submission of the Tender Application;
d) submission of information provided for in clause 5.1.4 of the Tender Documentation;
e) the Participant’s lack of tax arrears on taxes, fees, debts on other obligatory payments to the budgets of the budget system of the Russian Federation restructured in accordance with the legislation of the Russian Federation, for which there is a court decision that has entered into legal force on recognizing the applicant's obligation to pay these sums executed oh and that deemed to be uncollectible in accordance with the legislation of the Russian Federation on taxes and fees) for the previous calendar year, which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the financial statements for the last reporting period. A bidder is considered to comply with the established requirement if he has filed an application to appeal the specified arrears, debts and the decision on such an application was not made at the date of consideration of the application for participation in determining the supplier (contractor, performer);
f) the absence in the register of unscrupulous suppliers (contractors, performers) of information about the Bidder, including information about the founders, members of the collegial executive body, the person acting as the sole executive body of the Bidder - legal entity;
g) the absence of the Participant of the contest - an individual or the manager, members of the collegial executive body or the chief accountant of the legal entity - Participant of the contest; these individuals punishments in the form of deprivation of the right to occupy certain positions or engage in certain activities that are associated with the supply of goods, performance of work, provision of services, their object of ongoing procurement, and administrative punishment in the form of disqualification;
h) the Participant of the Competition for the last 2 (Two) years of experience in executing similar contracts, the cost of which is not less than 25% (Twenty-five percent) of the initial (maximum) price of the Contract concluded as a result of the competition.

В связи с тем, что в соответствии со ст. 171 Налогового кодекса Российской Федерации Заказчик имеет право применить налоговый вычет НДС в отношении приобретаемых товаров (и (или) работ, и(или) услуг), единый базис сравнения ценовых предложений: без учета НДС.
