Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 15 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 15 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:It is preferable to pay 100% upon the fact of services rendered with a delay of 60 k. d. (ready to consider the contractor's proposals)

Comments:
The technical and commercial proposal should consist of 2 parts: technical (Appendix 2-5, Appendix No. 6) and Commercial (the Commercial Proposal form will be available at the 2nd stage), approved by the manager and stamped. In the technical part, information related to the commercial part is not allowed (i.e. cost, payment terms, etc.).
Please note that bids are accepted only from Suppliers who have passed Accreditation: 1) No. 396 - General accreditation; 2)questionnaire on OT and PB-645; Suppliers who have not passed accreditation data cannot be selected as the winner of tender procedures.
