Comments: 1. This request for a commercial proposal is sent in accordance with the Tender Regulations of the Tender Organizer as part of the procedure for requesting commercial proposals, which (like the ongoing tender) is not an offer, auction or tender and its conduct is not regulated by Art. 447-449 of the Civil Code of the Russian Federation, and is also not a public tender and is not regulated by Art. 1057-1065 of the Civil Code of the Russian Federation.
2. The commercial proposal must fully comply with the requirements / criteria set out in the Terms of Reference.
3. Without providing all the documents specified in the Request (or if they are unacceptable), the organization will not be admitted to the tender.
4. Algorithm of actions in case of reasonable doubts about the fairness of the tender:

LIST OF DOCUMENTS USED FOR AGREEMENTS WITH CONTRACTORS - INDIVIDUAL ENTREPRENEURS
a) Certificate of state registration as an individual entrepreneur (IP).

c) Counterparty passport (pages 2 and 3, page with a mark about the last place of registration).
d) If the contract is not concluded by the entrepreneur himself, then a copy of the notarized power of attorney is provided to conclude an agreement for the person concluding the contract on behalf of the individual entrepreneur, and a copy of the passport of the person concluding the contract on behalf of the individual entrepreneur (pages 2 and 3, page with a mark on the last place of registration).
e) A document confirming the address of the location of the counterparty (lease agreement, certificate of ownership, etc.), provided there is a discrepancy between the legal and postal addresses.

g) Declaration of income for the last reporting period (with confirmation of delivery to the tax authority).
h) Notarized consent of the spouse to conclude the transaction (for real estate transactions), originals of the spouse's passport and certificate of state registration of marriage (for making photocopies by the Initiator / Contractor of the conclusion of the contract) or notarized copies.
i) A notarized copy of the divorce certificate (in case of divorce by the counterparty, but if there is no corresponding mark in the passport).
j) Consent to the processing of personal data.
Checking the authority of the signatory
i. Decision of the counterparty's management body on the election (appointment) of the sole executive body (general director, director).
ii. If the contract is not signed by the sole executive body of the counterparty - a power of attorney to conclude the contract.
iii. Approval of the counterparty's management body (board of directors, meeting of shareholders, sole shareholder, sole participant, general meeting of participants, etc.) for the transaction.
