this procedure the request for proposals is not a competition and it is not governed by articles 447-449 of the first part of the Civil Code of the Russian Federation. This procedure is also not public competition and is not governed by the articles of the CIVIL CODE, part two 1057-1065. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer. Procurement procedures are not covered by the provisions of the Federal law dated July 18, 2011 No. 223-FZ "on procurement of goods, works and services certain types of legal entities, as well as the provisions of the Federal law of April 5, 2013 as of April 5, 2013. Applicants who submit the proposal not in time, and/or in violation of the procedures of the company-organizer of tender and/or inappropriate selected evaluation criteria can be excluded from the tendering procedure.
