Payment terms:
Payment is made with a delay of 90 calendar days from the date of signing the deed of delivery - acceptance of services by the Contractor.
An application submitted by a participant who is a small and medium-sized business entity who has proposed payment terms in the Application for more than 15 business days may be accepted by the Purchasing Commission and will be considered as an Application with a deferred payment of 15 business days.
Participant may suggest his own payment terms.

This RFP procedure is not a public tender and is not subject to Articles 1057-1061, Section II, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Organizer.
For counterparties who pre-registered in the System, but did not receive an EDS and did not pay for participation in the System, it is possible to upload proposals by the organizer of the request for proposals on behalf of the counterparty. For this, three documents are required:
- Offer (commercial proposal) certified by the signature of an authorized person and the seal of the organization;
- A document establishing the right to take actions on behalf of the counterparty (for example, a power of attorney);
- A letter refusing further claims due to the fact that the offer is not submitted at the auction by the Participant (in free form on the company's letterhead with the signature of an authorized person).
The email address for the above documents is zakupki@vcsp.ru. Acceptance of proposals to the e-mail address ends up to 6 hours before the end of the procedure, uploading proposals for trading is possible up to 4 hours before the end.

and selected the winner: Dariukhin E.G. IP – (Bidder 2) (Андреева К.А.) submitting a bid dated of 09.03.2021 07:36 totalling to 4 350 000,00 RUB (VAT free) for all lots
Обоснование: 1. В ходе проведения первого этапа переторжки с приемом предложений на закрытый электронный ящик peretorzhka@vcsp.ru, было получено предложение от ИП Дарюхин Э.Г. на сумму : Лот №1 - 1 035 000,00; Лот №2 - 1 785 000,00.
2. Согласно п. 3.7.8 Закупочной документации - Заказчик оставляет за собой право при прису-ждении победы и заключении договора увеличивать или уменьшать изначальный объем услуг в пределах 20 %, не меняя при этом объемы оказываемых услуг и другие условия.
3. На основании п. 3.7.8 Заказчиком принято решение увеличить объем оказываемых услуг на 6,03% (170 000,00 руб.).
4. Заключить Договорные отношения на оказание услуг по вывозу и транспортированию отходов IV-V класса опасности с ИП Дарюхин Э.Г. на сумму 2 990 000,00 руб. (НДС не облагается).
