Requirements to the bidders:
Участник конкурса должен отвечать следующим требованиям:
• обладание необходимыми профессиональными знаниями и опытом, обладание ресурсными возможностями (финансовыми, материально-техническими, производственными, трудовыми), управленческой компетентностью, положительной репутацией;
• обладание гражданской правоспособностью в полном объеме для заключения и исполнения договоров (должен быть зарегистрирован в установленном порядке и иметь соответствующие действующие свидетельства, сертификаты и лицензии на выполнение видов деятельности, являющихся предметом открытого конкурса);
• соответствие участника конкурса требованиям, устанавливаемым в соответствии с законодательством Российской Федерации к лицам, осуществляющим оказание услуг, являющихся предметом торгов;
• не проведение ликвидации участника конкурса – юридического лица и отсутствие решения арбитражного суда о признании участника конкурса – юридического лица банкротом и об открытии конкурсного производства;
• не приостановление деятельности участника конкурса в порядке, предусмотренном Кодексом Российской Федерации об административных правонарушениях, на день подачи заявки на участие в конкурсе;
• отсутствие у участника конкурса задолженности по начисленным налогам, сборам и иным обязательным платежам в бюджеты любого уровня или государственные внебюджетные фонды за прошедший отчетный период, размер которой превышает 25% балансовой стоимости активов участника конкурса по данным бухгалтерской отчетности за последний завершенный отчетный период, при условии, что участник конкурса не обжалует наличие указанной задолженности в соответствии с законодательством РФ;

Contract conclusion date:
22. The contract on the basis of a competition between the customer (PJSC «Mrsk of Volga "or branch of PJSC «Mrsk of Volga») and the winner of the competition will be concluded no sooner than 10 calendar days and no later than 20 working days in accordance with article 448 CIVIL CODE on the basis of the Protocol on the outcome of the competition, except when the actions (inaction) of a customer in carrying out procurement appealed to the Antimonopoly authority or in court. In the latter case the contract shall be concluded within 20 business days from the date when decision of a competition authority or a judicial act implying contract conclusion, enters into force.
