When conducting a request for proposals, an invitation to participate in a request for proposals together with the documentation for the request for proposals is an invitation to suppliers to make offers to the organizer of the request for proposals; an application for participation in a request for proposals is an offer of a potential participant in the request for proposals. In this case, the organizer of the request for proposals does not have the obligation to conclude an agreement on its results.

and selected the winner: SAO "VSK" – (Bidder 2) (Шестов И.В.) submitting a bid dated of 25.05.2021 17:04 totalling to 4 790 022,00 RUB (VAT free)
Обоснование: Предлагается признать запрос предложений несостоявшимся по следующей причине:
По результатам рассмотрения документации Участника, представленной в составе Заявки, Единая комиссия Общества признала Заявку Участника САО "ВСК" полностью соответствующей требованиям Закупочной документации.
В соответствии с п. 8.2.4.б) «Положения о закупках товаров, работ, услуг» Единая комиссия Общества приняла решение заключить Договор с единственным Участником Запроса предложений, подавшим Заявку на участие.
Решили:
1. Признать Заявку Участника САО "ВСК" полностью соответствующей требованиям Закупочной документации;
2. Заключить договор с единственным Участником Запроса предложений № 2668705 на оказание услуг в сфере добровольного медицинского страхования для нужд АО «БАЙКАЛ ЭЛЕКТРОНИКС».
