Good afternoon!

Albazino Resources LLC invites
you to take part in the tender for the performance
of construction and installation works on the
object "RA 0001718 Main building of the processing
plant. Technical re-equipment (testing stations)":
Installation of equipment, technological
pipelines, manufacture and installation of metal
structures, electrical work, automation,
conducting NDT.

Place of work:
Khabarovsk Krai,
Polina Osipenko district, site of the Albazinsky
mining and Processing plant (Latitude 52° 51 17.7,
Longitude 137° 53 2.6).
The objects belong to the
OPO, the III-th hazard class "Enrichment
factory"

Terms of work:
Start of work on
06/03/2024;
Completion of works 05.08.2024.
Composition of works:
1. The contractor needs to
perform installation work, according to the
Working Documentation (Appendix No. 1 to the
Requirements Specification).
2. In case of
additional volumes of work or additional work,
upon agreement of the parties, an Additional
Agreement to the contract will be concluded,
taking into account all changes:
2.1. In the event
of additional work (work, the prices for which are
NOT listed in Annex 1 to the basic contract,
section I), a contract is concluded with the
Contractor, while the prices for additional work
are determined through direct negotiations.
2.2.
At the marketing stage, the Contractor must
specify a% discount on all additional volumes of
work that occur, which are performed in excess of
the main volume specified in the contract
(Appendix 1 to the basic contract, section I). A
contract is concluded with the Contractor to
perform additional volumes of work at the rates of
the contract, taking into account the % fixed
discount.

Requirements for the production of
SMR:
Reflected in paragraph 1.9 of the Terms of
Reference (adj. No. 1 to the letter).

The minimum
necessary requirements for the Contractor's
machines and mechanisms (indicating the list and
quantity for each type of equipment):
1. Welding
machine - 2 units;
2. Scaffolding construction
height up to 5 m;
3. Trucks with CMU for the
transportation of goods from the Warehouse site to
the place of work, for the transportation of
garbage - 1 unit;
4. Manual and auxiliary tools
(USM, tools and accessories for painting,
extension cords, etc.) - the number is determined
by the composition of the team. All employees
should be provided with the necessary tools.
5.
The customer organizes the connection to
electricity from existing networks. The contractor
needs to prepare:
- cable assembly (cable at
least 30 m long + meter);
- pre-issue a bid for
connection, indicating the planned capacity of the
equipment and the volume of consumption;
The
connection is performed by the Customer.
Electricity is provided free of charge, in the
amount of the established limit for the period of
work.
The contractor monitors the condition of its
equipment and equipment, maintains it in good
condition, pays for after-sales service, maintains
the number of consumables.

Basic requirements
for contractor personnel (quantity / qualification
/ mode of operation):
1. The number of personnel
and the composition of the teams is formed by the
Contractor independently, depending on the type of
work performed, taking into account the provision
of work according to the Schedule (Appendix No. 3
to the Requirements Specification);
2. Qualified
employees with certificates must be present in the
staff:
- electrical safety (with a group,
depending on the type of work performed, the team
should include specialists with group IV);
-
certificates of slingers (during the production of
works, it is possible to use the existing crane
beam in the work area);
- certificates of
installers of technological pipelines
(locksmiths), installers of metal structures;
-
welders (Welders must have NAKS certification of
the 1st level (group of technical devices - SC).
The Contractor's ITD must have the NAKS
certification of the 2nd level (group of technical
devices - IC);
- certificates of labor protection,
admission to work at height
3. The mode of
production of works is determined by the
Contractor's internal Order, taking into account
the requirements for the production of works by
the Customer;


4. Availability and maintenance of
basic documents on occupational safety and health
(attestations, certificates, permits, orders,
instructions, keeping a log of work assignments, a
log of instruction at the workplace, a log of
primary fire extinguishing equipment, a log of
instruction on fire safety);
5. As part of the
ITT, the mandatory presence of a VET engineer at
the facility with a laptop, stationery and
consumables necessary for paperwork;
6. Control
over the production of works is carried out by a
person appointed by an order with the availability
of appropriate certificates (geodetic control,
construction control), a specialist must be
included in the LDC, and also have the necessary
equipment for control.

Materials provided by the
Customer:
1. The customer provides the shopping
center, according to the list in Appendix No. 4 to
the Requirements Specification.
2. Goods and
equipment are transferred to the contractor at the
AGOC warehouse site upon request.
Delivery of
goods from the place of storage (warehouse site)
to the place of work is the responsibility of the
Contractor. The distance from the warehouse site
to the object is 1.35 km.

Accommodation, meals,
delivery of staff to the site of the SMR:
1.
Mobilization of the Contractor is carried out by
written notification from the Customer within 15
days from the date of notification.
Currently, all
quarantine measures (observation) have been
removed before mobilization to the AGOC site.
2.
The contractor shall independently ensure the
travel of its employees to the place of work.
These expenses are indicated in the Commercial
Proposal in a separate line and are entered in
Appendix No. 1 to the contract, section III (Adj.
No. 2 to the Requirements Specification).
3. It is
possible to assist the Contractor in the delivery
of personnel from the city of Komsomolsk-on-Amur
(collection point) to the AGOC (and back) by the
Customer's vehicles at the Contractor's expense at
the rate of 2900,00 rubles. without VAT for 1
person in one direction. These expenses are also
indicated in the Commercial Proposal in a separate
line and entered in Appendix No. 1 to the contract
section III (Adj. No. 2 to the Requirements
Specification).
4. Accommodation, meals for staff
at the site - are made at the expense of the
Contractor;
5. In order to organize catering and
consumer services at the Customer's site, the
Contractor must conclude an agreement with the
catering company Litona LLC, which provides these
services at the Customer's site.
6. The contract
with Litona LLC is concluded after approval of the
results of the procurement procedure/notification
of the Bidder of the victory, conclusion of an
agreement between Albazino Resources LLC and the
Contractor, or receipt by the Contractor of a
Letter of Guarantee from the Customer about the
start of work and before mobilizing the Contractor
to the Customer's site;
7. When submitting a
commercial offer, the Bidder separately indicates
the amount of expenses for household services and
meals. These expenses are indicated in the
Commercial Proposal in a separate line and are
included in section III of the Calculation of the
contract price (Appendix No. 1 to the
contract/Adj. No. 2 to the Requirements
Specification);
8. The contractor independently
and at its own expense provides its personnel with
vehicles for movement on the territory of the
Customer's enterprise;
9. The living conditions of
the Contractor's personnel at the Albazino site
are given in Appendix No. 6 to the Requirements
Specification (when submitting a Commercial
Proposal for work, the Contractor agrees with
these living conditions);

Conditions and terms of
mobilization of machines and mechanisms provided
by the contractor.
1. Mobilization of equipment
(organization of a mechanized brigade) must be
carried out before the start of work at the
facility;
2. The costs of
mobilization/demobilization of equipment are
indicated in the Commercial Proposal in a separate
line and are entered in Annex No. 1 to the
contract, section III (Adj. No. 2 to the
Requirements Specification);
3. The contractor
independently and at its own expense ensures
timely refueling of fuel and lubricants
equipment;
In order to provide the equipment used
in the production process with fuel, the
Contractor must conclude an Agreement with
Polymetal DV LLC (a contractor that supplies and
refuels equipment with fuel at the Albazino site).
The current fuel tariffs are indicated in the
Requirements Specification.

Requirements for the
availability of contractor permits:
In accordance
with the requirements of the Town-planning Code of
the Russian Federation- the provision of an
extract from the Register of members of the SRO-S
with admission to work at the OPO is
mandatory.

We would be grateful to receive your
commercial offer with the following
applications:
- a commercial offer on the official
letterhead of the Bidder signed by an authorized
person indicating information on the approval of
the basic draft of the contract without
disagreement, or the provision of an appropriate
protocol of disagreement;
- completed offer card
(Appendix No. 3 to the letter);
- completed
calculation of the contract price (Appendix No. 2
to the Requirements Specification);
- the
completed Questionnaire of the counterparty
(Appendix No. 4 to the letter) and the reference
list;
- scanned copies of the permits required to
perform the work;
- scanned copies of documents
confirming the availability of the necessary
equipment, equipment;
- the charter (in the latest
edition with all amendments and additions);
-
certificate of state registration (assignment of
OGRN);
- certificate of tax registration;
- the
decision of the authorized management body of the
legal entity on the appointment of the executive
body;
- if necessary, a power of attorney for the
person who signed the contract;
- letter from the
Federal State Statistics Service on the assignment
of codes;
- extract from the Unified State
Register of Legal Entities;
- consent to the
processing of personal data (in accordance with
the form) (Appendix No. 5 to the letter).

This
offer request procedure is not a tender and its
conduct is not regulated by Articles 447-449 Part
1 of the Civil Code of the Russian
Federation;
This procedure is also not a public
tender and is not regulated by Articles 1057-1061
Part 2 of the Civil Code of the Russian
Federation;
Thus, this offer request procedure
does not impose an appropriate amount of civil
obligations on the Customer.
