Comments:

III. The provision of statutory documents (see the list in the procurement documentation) is mandatory at the time of submission of the proposal.
IV. This procedure is not a tender or a public offer and is not subject to Articles 447-449 and 1057-1061 of the Civil Code of the Russian Federation. The buyer has the right to refuse all proposals received without imposing liability.
