The Organizer has set a requirement as to the supplier's not being recorded in the register of mala fide suppliers. Supplier's compliance with this requirement shall be checked by the Organizer on their own.

Requirements to the bidders:
Участник должен быть пользователем, зарегистрированным на ЭТП B2B-Center (www.b2b-center.ru) в качестве юридического лица или предпринимателя без образования юридического лица в установленном порядке и обладающим правами Участника Системы.
Чтобы претендовать на победу в конкурсе и получить право заключить с Заказчиком Договор, Участник конкурса должен отвечать следующим требованиям:
обладать гражданской правоспособностью в полном объеме для заключения и исполнения договора;
не являться неплатежеспособным, банкротом, не находиться в процессе ликвидации, на имущество Участника конкурса в части, существенной для исполнения договора, не должен быть наложен арест, его экономическая деятельность не должна быть приостановлена;
обладать необходимыми для выполнения договора профессиональными знаниями и опытом, управленческой компетентностью и репутацией, иметь ресурсные возможности (финансовые, материально-технические, трудовые);
не иметь отрицательного опыта по работе с ПАО «МОЭСК», а также с другими Заказчиками;
иным требованиям, установленным Конкурсной документацией.

Contract award criteria:
The Contest Participant will be recognized as the Winner of the Contest, whose Competitive Application won first place in the final ranking of Bids according to the degree of preference for the Customer.

Comments: In order to ensure the fulfillment of obligations related to participation in the tender and submission of the Bid, the Contest Participant shall enter into a Penalty Agreement. The participant of the open tender undertakes to pay a penalty in the amount of 3 (three) percent of the initial (maximum) price of the contract (lot price) (including VAT) in case of violation of the performance of obligations associated with participation in the tender and submission of the Bid. The obligation of the Participant to pay the forfeit must be secured by providing a bank guarantee or by depositing money to the settlement account of PJSC "MOESK".
