Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Possibility of bid submission in a different currency
When applying, bidders can choose a currency different from the one stated for the procedure. For the purposes of bids evaluation, the prices provided in other currencies will be converted based on the official currency rate of the Russian Central Bank as of the date of publication of a call for bids.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:Method and terms of payment - non-cash form of payment, 100% post-payment, within 30 calendar days (in case of conclusion of a standard form of an outsourcing Contract) and 60 calendar days (in case of conclusion of a standard form of a delivery Contract) from the date of delivery (provided that the Supplier provides the Customer with the originals of the primary accounting documents correctly executed in accordance with the legislation of the Russian Federation (invoices, invoices, UPD)).

Accreditation is provided. Non-accredited Participants, at the request of the Customer, will have to provide additional documents.

The bidder may repeatedly improve his price offer until the end of the submission of applications.

Only one legal entity may participate in the tender procedure from a group of affiliated (related) companies. Otherwise, it is considered as a restriction of competition and is the basis for the withdrawal from the competition of all affiliated participants.

This request for proposals procedure is not an auction or a tender, does not fall under the scope of Articles 447-449 of the Civil Code of the Russian Federation and does not entail legal obligations for the Customer at the choice of the supplier
