Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.

• The calculation is made monthly within 30 (Thirty) calendar days from the date of signing by both Parties of the Certificate of Completion.

Comments:
In the "Price" field, the participant must indicate the total amount of complex prices (in accordance with Appendix No. 1.1 Basic prices).

The participant must send to the Customer's address:
1. Commercial offer (Appendix No. 1 to the Notice) in scanned form with signature and seal.
2. Basic prices (Appendix No. 1.1. To the Notice) in scanned form, signed and stamped.
3. Completed form "Application form for filling out by the participant" in scanned form with signature and seal. (Appendix No. 5 to the Notice).
4. Completed form "Compliance with mandatory requirements" in scanned form with signature and seal. (Appendix # 6 to the Notice).
5. Copies of documents confirming the qualifications of the participant.

Service provider qualifications:
1. Work experience in Moscow on the design and laying of fiber-optic communication lines for 2019 for a total amount of at least 4,900,000 rubles. (confirmed by copies of contracts, acts of work performed or registers of work performed).
2. Experience in carrying out work on the construction and restoration of cable ducts in Moscow and / or the Moscow region (confirmed by copies of contracts, acts of work performed or registers of work performed, register of contracts with suppliers).
3. SRO certificate for admission to design and construction work.
4. A valid agreement with PJSC MGTS, GUP Moskollektor, GBU Gormost, KP MPTTs is mandatory. Agreements with other owners of communications for access and work in the cable duct will be an additional advantage.
5. The presence of an FSB license to perform work related to the use of information constituting a state secret.
6. Availability of a list of employees approved by the FSO admitted to work in the facilities of the State Unitary Enterprise Moskollektor.
7. The staffing of the company's staff with specialists with specialized work experience is confirmed by an extract from the staffing table indicating the full name, or GPC agreements with the provision of a register of payments for them, passport data and registration addresses, copies of work books and diplomas.
8. Availability of equipment for emergency recovery work in accordance with the attached TK - confirmed by passports for machinery and equipment, an extract from the inventory list.
9. Experience in obtaining documents (geo-basis) and interaction with Mosgorgeotrest, in the development and approval of project documentation for the construction of cable communications (sewers).

The customer has the right to refuse to conduct an open request for commercial proposals in electronic form or from its results, and also has the right to refuse to conclude an agreement at any time during this procurement procedure until the conclusion of the agreement.
