Comments:
1. This Request for Proposal is submitted in accordance with the Tender Promoter's Tender Rules as part of the Request for Proposals Procedure, which (as well as tender) is not an offer, auction or tender and its conduct is not regulated by Article 447-449 of the Civil Code of the Russian Federation, nor is it a public tender and is not regulated by Article 1057-1065 of the Civil Code of the Russian Federation.
2. The offer must be fully compliant with the requirements/criteria set out in the Technical Proposal.
3. Without the submission of all documents specified in the Request (or if they are inadmissible), the organization will not be allowed to tender.
4. Replacement of equipment is only possible if agreed with the Customer prior to the end of the request.
5. Algorithm for action in case of reasonable doubt about the fairness of the tendering process:
