Участник конкурса должен отвечать следующим требованиям:
а) обладать гражданской правоспособностью в полном объеме для заключения и исполнения договора (зарегистрированный в установленном порядке и имеющий соответствующие лицензии на выполнение видов деятельности в рамках выполнения договора);
б) не находиться в процессе ликвидации; должно отсутствовать вступившее в законную силу решение арбитражного суда о признании Участника конкурса банкротом и об открытии конкурсного производства; на имущество Участника конкурса, в части существенной для исполнения Договора, не должен быть наложен арест; экономическая деятельность Участника конкурса не должна быть приостановлена (для юридического лица, индивидуального предпринимателя);
в) не быть включенным в Реестр недобросовестных поставщиков, который ведется в соответствии с Федеральным законом от 18.07.2011 № 223-ФЗ «О закупках товаров, работ, услуг отдельными видами юридических лиц» либо в Реестр недобросовестных поставщиков, который ведется в соответствии с Федеральным законом № 44-ФЗ "О контрактной системе в сфере закупок товаров, работ, услуг для обеспечения государственных и муниципальных нужд";
г) иметь текущий рейтинг надежности, присвоенный рейтинговым агентством «Эксперт РА» (RAEX) не ниже «ruАA-»;
д) иметь положительный финансовый результат по итогам работы за 2015 год, 2016 год и 6 мес. 2017 года;
е) иметь лицензию по виду страхования, на которое подается Заявка;
ж) обладать необходимыми профессиональными знаниями и навыками, управленческой компетентностью и иметь все необходимые ресурсные возможности (финансовые, материально-технические, производственные, трудовые), не должен иметь задолженности по начисленным налогам, сборам и иным обязательным платежам в бюджеты любого уровня или государственные внебюджетные фонды за прошедший отчетный период;
