Участвовать в настоящем конкурсе может любое юридическое лицо, либо физическое лицо, в том числе: индивидуальный предприниматель.
При проведении конкурса на ЭТП, такое лицо должно быть зарегистрировано на соответствующей ЭТП в качестве Участника ЭТП, а также в качестве Участника настоящего конкурса.
Однако, чтобы претендовать на победу в конкурсе и получение права заключить с Заказчиком Договор, Участник конкурса должен отвечать отборочным (пороговым) требованиям, установленным в пп.4.5.1.1 Конкурсной документации.

Contract award criteria:
when determining the winner of the competition the Competition Commission will use the criteria set forth in 4.8.3 of the tender documentation.
Contract conclusion date:
The contract between the customer and the contestant selected as the winner of the competition and (or) submitted, according to the decision of the Competition Commission, the best bid, shall be signed not earlier than 10 (ten) calendar days from the date of Placement of the Protocol on selection of the winner of the Contest/protocol on summing up the results of the contest in the unified Information system in the field of procurement at the Internet address "www.zakupki.gov.ru".
The term for signing the contract between the customer and the participant of the contest selected as the winner of the competition and (or) having submitted, according to the decision of the Competition Commission, the best tender application shall be no more than 20 (twenty) calendar days From the date of acceptance by the organizer of the tender (by the customer) of the decision to conclude such agreement, except in cases when the actions (inaction) of the organizer of the competition (customer) and/or the Competition Commission are appealed to the antimonopoly body or the court Order. In these cases, the agreement must be concluded within 20 (twenty) calendar days from the date of entry into force of the decision of the antimonopoly body or a judicial act providing for the conclusion of the Treaty.
