Requirements to the bidders:
Участвовать в настоящем конкурсе может любое юридическое лицо, физическое лицо, в том числе: индивидуальный предприниматель.
При проведении конкурса на ЭТП, такое лицо должно быть зарегистрировано на соответствующей ЭТП в качестве Участника ЭТП, а также в качестве Участника настоящего конкурса.
Однако, чтобы претендовать на победу в конкурсе и получение права заключить с Заказчиком Договор, Участник конкурса должен отвечать отборочным (пороговым) требованиям, установленным в пп.4.5.1.1 Конкурсной документации.

Конкурсную документацию Участники конкурса смогут получить через электронную торговую систему «www.b2b-mrsk.ru» на данной электронной торговой площадке в разделе «Конкурсы», в соответствии с Регламентом работы данной электронной торговой площадки (ЭТП).
Tender bids:
Конкурсная заявка должна быть оформлена по форме, представленной в Конкурсной документации.
Конкурсная заявка должна быть оформлена на русском языке, все цены должны быть указаны в российских рублях.
Конкурсные заявки представляются в Конкурсную комиссию следующим способом:
1. Конкурсные заявки должны быть подготовлены в соответствии с требованиями Конкурсной документации и представлены в электронный сейф Организатора конкурса, в соответствии с действующим Регламентом работы ЭТП «www.b2b-mrsk.ru» в срок, установленный Извещением и Конкурсной документацией.
2. Предоставление Конкурсной заявки на бумажном носителе не требуется.
Конкурсная заявка, размещенная на ЭТП, подписывается электронной цифровой подписью уполномоченного представителя Участника конкурса, действующего в соответствии с законодательством Российской Федерации от лица Участника конкурса без доверенности или на основании доверенности.
Contract award criteria:
within the evaluation stage of the Contest Committee evaluates and compares the bids and carries out their preliminary ranking according to the degree of preference for the customer in accordance with the approved Regulations on the basis of the competition Commission the following criteria:

Contract conclusion date:
the contract between the customer and the contest winner is signed on the basis of the results of the competition no earlier than 10 (ten) calendar days from the date of placement Protocol for choosing the winner (Protocol on summing up the competition) in a single procurement information system on Internet address "www.zakupki.gov.ru".
The deadline for signing the contract between the customer and the Party contest, selected as the winner of the contest and (or) by decision of the competition Commission submitted the best tender shall not be more than 20 (twenty) calendar days from the date of the adoption of the competition (the customer) decision on the conclusion of such a treaty, except where the actions (inaction) of the organizer of the contest (customer) and/or the competition Commission appealed to the Antimonopoly authority or judicial order. In such cases, the contract must be signed within 20 (twenty) calendar days from the date of entry into force of decision of the Antimonopoly authority or judicial act, which provides for the conclusion of the contract.
