Requirements to the bidders:
Участвовать в конкурсе может либо любое юридическое или физическое лицо, относящихся к субъектам малого и среднего предпринимательства. Однако чтобы претендовать на победу в конкурсе и получение права заключить с Заказчиком Договор, Участник конкурса должен отвечать требованиям, указанным в п.4.5.1 Конкурсной документации.
Согласно Постановлению Правительства РФ №1352 от 11.12.2014г. «Об особенностях участия субъектов малого и среднего предпринимательства в закупках товаров, работ, услуг отдельными видами юридических лиц», а также «Перечню товаров, работ, услуг, закупка которых осуществляется у субъектов малого и среднего предпринимательства», утвержденному распоряжением ПАО «МРСК Северо-Запада» № 467р от 22.12.2016 г. и размещенному на официальном сайте заказчика www.mrsksevzap.ru, принимать участие в данной закупки могут только участники, относящиеся к субъектам малого и среднего предпринимательства, что подтверждается анкетой о принадлежности участника с субъектам малого и среднего предпринимательства (форма 17). В случае привлечения к выполнению работ субподрядчиков (соисполнителей) участник закупки обязуется предоставить исчерпывающую информацию о них, в т.ч. в части отнесения их к категории малого и среднего предпринимательства путем предоставления Анкеты по форме 17. Невыполнение данного требования может являться основанием для отклонения заявки от дальнейшего рассмотрения.
Предложения участников, не относящихся к субъектам малого и среднего предпринимательства, не могут принимать участия в закупки и будут отклонены без рассмотрения по существу.

Конкурсная заявка должна быть оформлена на русском языке, все цены должны быть указаны в российских рублях.
Конкурсные заявки представляются в Конкурсную комиссию Организатора конкурса филиала ПАО «МРСК Северо – Запада» «Колэнерго» по адресу 184355, Россия, п. Мурмаши, Мурманской области, ул. Кирова, 2, следующим способом:
1. Размещением на электронной торговой площадке (ЭТП) «www.b2b-energo.ru» в виде сформированного электронного пакета Конкурсной заявки (Конкурсного предложения), в соответствии с Правилами и Регламентами работы данной площадки.
2. Конкурная заявка в обязательном порядке подписывается электронно-цифровой подписью (ЭЦП) Участника конкурса.
Contract award criteria:
The Competition Commission at its meeting shall determine the winner of the competition as a participant of the contest, the tender offer of which has won the first place in the ranking of bids on the degree of preference for the customer.
The Competition Commission will use the following criteria when determining the winner:
a) Assessment of completeness and quality of the tender application of the participant (availability of mandatory documents, correctness of the documents provided, etc.)
b) Evaluation of the commercial part of the application (product price, terms of delivery and payment of products, proposals for the draft Agreement);
c) Evaluation of the technical part of the application (technical and qualitative characteristics of products, certificates, test reports, expert opinions, complete set, warranty obligations, proposals for the draft Agreement, etc.);
d) Financial stability of the contest participant;
e) Assessment of qualification and reliability of the participant's reliability (experience, resource opportunities, business reputation, availability of statutory and registration documents, fulfillment of similar contracts, presence of powers of attorney, reviews of previous customers, etc.).
Contract conclusion date:
The contract between the customer and the winner may be signed on the basis of the Protocol on the choice of the winner of the request for proposals (protocol on summing up the request for proposals) not earlier than 10 (ten) calendar days from the date of placement of the Protocol on Selection of the winner of the request for proposals (protocol on summing up the request for proposals) in the unified Information system in the field of procurement at the Internet address "www.zakupki.gov.ru".
The term for signing the contract between the customer and the participant selected as the winner and (or) the best application submitted by the decision of the Procurement Commission shall be no more than 20 (twenty) working days from the date of acceptance by the Organizer (customer) Decision on the conclusion of such agreement, except for cases when the actions (inaction) of the organizer of the request for proposals (the customer) and/or the Procurement Commission are appealed to the antimonopoly body or the court order. In these cases, the agreement must be concluded within 20 (twenty) working days from the date of entry into force of the decision of the antimonopoly body or a judicial act providing for the conclusion of the Treaty.
If there are grounds for holding at least one of the parties corporate events on approval of the concluded transaction, provided by the constituent documents of the customer and the winner, the current legislation of the Russian Federation, the term of the agreement Increases for the time required for corporate events.
