1. The request for proposals is made with the fixed price of the contract for single prices.
2. This request for proposals is not an offer or a public offer of the customer. This procedure of request for proposals is not the procedure of the contest. The customer has the right to refuse all received offers for any reason or to terminate the request for proposals at any time without incurring any liability to the suppliers.
3. The deadline for submission of proposals on open request of proposals in accordance with the rules of the ETP "B2B-Mrsk" (Rules of the system) can be automatically extended by the system. Algorithm (order) extension of the deadline for submission of proposals by the system is set in the corresponding section of the system rules.
4. When comparing the proposals of the participants of the request for proposals on the criterion "cost of products offered for delivery" are considered the cost of proposals excluding VAT.
5. Requirements to the participants:
5.1 The participant must have civil legal capacity in full for the conclusion and execution of the contract (must be registered in the prescribed manner, and have appropriate valid licenses for the performance of activities within Agreement).
5.2 The participant shall not be insolvent or bankrupt, is in the process of liquidation, the property of the participant in the part essential for the performance of the contract shall not be seized, the economic activity of the participant shall not be Suspended.
5.3 The participant shall be absent from arrears on taxes, dues, debts on other obligatory payments to budgets of the budget system of the Russian Federation for the last calendar year, the size of which exceeds twenty five percent of book value Of the contest participant's assets, according to the accounting records for the last reporting period.
5.4 The participant of the request for proposals shall ensure the authenticity of the information in the submitted documents.
5.5 The participant must have all the necessary resources for the fulfillment of the contract, competence, experience, qualifications, licenses, certificates of conformity, quality and safety.
5.6 The participant should not have complaints and negative reviews due to default of contractual obligations (i.e. breakdown of delivery terms, delivery of substandard products, poor design and provision of primary documents).
5.7 No affiliation with the members of the request for proposals.
5.8 No affiliation of the participants with the customer's employees (request for proposals organizer).
5.9 The participant should not be in the register of unscrupulous suppliers.
