Comments: the present request for proposals does not constitute an offer or an offer of the customer. This procedure the request for proposals is not a procedure of the contest. The customer has the right to reject all proposals received for any reason or to terminate the procedure for requesting proposals at any time without incurring any liability to participants.
Requirements for participants:
1. Party request for proposals capable of validly perform the work and is a full member of the system, should belong to the subjects of small and medium-sized businesses.
2. Party request for proposals must have the necessary professional knowledge and experience, have the resource capacity (financial, logistic, production, labour), possess managerial capability and positive reputation.
3. Party request for proposals must have full legal capacity to enter into and perform the contract (must be registered in the established order and have the corresponding operating permit documents approved by the legislation of the Russian Federation, to perform work within the framework of the Treaty, which is the subject of the request for proposals.
4. Party request for proposals must not be insolvent or bankrupt, be in the process of monitoring, financial recovery, external management, bankruptcy proceedings stipulated by the Federal Law № 127 FZ from 26.10.2002 y., be in liquidation of the property of the participant request for proposals in part, essential for performance of the contract shall not be subject to arrest, economic activity of the participant request for proposals should not be suspended.
5. The principal of the request for proposals must be stable financial condition.
6. The principal of the request for proposals should not have arrears on taxes, fees, other compulsory payments to the budgets of the budget system of the Russian Federation for the past calendar year, the amount of which exceeds twenty-five per cent of the the book value of the assets of a participant request for proposals, according to the financial statements for the most recent reporting period.
7. The participant must have for the last 3 (three) years and completed the reporting period of the current year, at least one of the completed contract similar in composition, amount of work performed and costs on one of similar contracts equal to or greater than the initial ( the maximum contract price).
8. Party should not be in the registry by unscrupulous contractors.
9. Party for the last 24 (twenty four) months including the month opening Proposals, Participants should have:
- recognized Party request for proposals Customer claims (PJSC «mrsk of North-West "and it subsidiaries) or entered into legal force court decisions on claims of the customer (PJSC mrsk of North-West and its affiliates) are not in favour of the Party due to non-performance of contractual obligations by the customer (PJSC «mrsk of North-West "and it subsidiaries)
10. the participant must not have affiliation with other Parties of the request for proposals, as well as with staff of the customer (the organizer of the RFP).
11. the participant request for proposals must have an overall experience of works not less than one year.

and declared the call for bids void.
