Comments: this procedure the request for proposals is not a contest, and it is not governed by articles 447-449 of part one of the Civil Code of the Russian Federation. The procedure for requesting price competition is not public and not governed by articles 1057-1061, part two of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.

Before the final determination of the winner of the organizer has the right to require any party to confirm its compliance with the qualification requirements. Confirmation of compliance of the participant qualifications is conducted according to the criteria specified in the procurement documentation. Confirmation of compliance of the participant qualifications may be carried out on all criteria and selectively. The refusal of the party from this procedure may be considered in procurement by the Commission as providing false information. The application of the participant, not meeting the requirements will be rejected.
