Comments: In accordance with the Resolution of the Government of the Russian Federation No. 925 of 16 September 2016, priority is given to goods of Russian origin, works and services performed by Russian persons in relation to goods originating in a foreign country, work, services, provided by foreign persons.

Thus, this procedure for requesting proposals does not impose on the Customer the corresponding volume of civil obligations, including the obligation to conclude an agreement with a person whose application is considered the best.
Any legal entity or individual, including an individual entrepreneur, can participate in the procurement.
Procurement is carried out in electronic form (the Participant's application is provided only in electronic form through the ETP functional. The Participant's application in hard copy is not provided)
The customer has the right to refuse to conduct a request for proposals at any stage, not bearing any responsibility to the Participants in the request for proposals or by third parties to whom such an action could cause losses.
Detailed information indicating the quantity of the delivered goods, the volume of work performed, services provided is indicated in Appendix No. 1 to the procurement documentation "Terms of Reference".
Terms of the contract, concluded on the basis of the results of procurement, are specified in Appendix No. 2 to the procurement documentation "Draft contract".
The remaining and more detailed terms of purchase are contained in the Procurement Documentation, which is an integral part of this Notice.
Before the final determination of the winner, the Organizer has the right to demand from any participant confirmation of its compliance with the qualification requirements. Confirmation of compliance of the Participant with qualification requirements is carried out according to the criteria specified in the Procurement Documentation. Confirmation of compliance of the Participant with qualification requirements can be carried out either by all criteria or selectively. Refusal of the Participant from this procedure can be regarded by the procurement commission as providing deliberately false information. The application of the participant who does not meet the requirements will be rejected.
