Comments: this procedure the request for proposals is not a contest, and it is not governed by articles 447-449 of part one of the Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1061, Part 2, of the Civil Code of the Russian Federation. Thus, this procedure for requesting proposals will not impose on the customer an appropriate level of civil-law obligations, including obligations under a contract with a person, the application of which is recognized as the best.
The customer has the right to abandon the request for proposals at any stage prior to the signing of the Protocol on the winner's option, without incurring any liability to participants in the request for proposals, or by third parties to whom such an action may bring losses.

Terms of the contract according to the results of the purchase are specified in annex No. 2 to the procurement documentation "draft Treaty".

Before the final determination of the winner of the organizer has the right to require any party to confirm its compliance with the qualification requirements. Confirmation of compliance of the participant qualifications may be carried out on all criteria and selectively. The refusal of the party from this procedure may be considered in procurement by the Commission as providing false information. The application of the participant, not meeting the requirements will be rejected.
