Comments: In accordance with Resolution of the Government of the Russian Federation dated September 16, 2016 No. 925, priority is given to goods of Russian origin, works, services performed and provided by Russian persons, in relation to goods originating from a foreign country, works, services performed rendered by foreigners.
This procedure for requesting prices is not a competition, and its conduct is not governed by Articles 447 - 449 of Part One of the Civil Code of the Russian Federation. This procedure for requesting prices is also not a public tender and is not regulated by Articles 1057-1061 of the second part of the Civil Code of the Russian Federation. Thus, this procedure for requesting prices does not impose on the Customer a corresponding amount of civil and legal obligations, including the obligation to conclude an agreement with a person whose application is recognized as the best.
The purchase is carried out in electronic form (the Participant’s Application is provided only in electronic form through the ETP functionality. The application of the Participant on paper is not provided.
The customer has the right to refuse to conduct a request for quotations at any stage, without incurring any liability to the Participants of the request for quotations or third parties to whom such action may cause damage.
Detailed information indicating the quantity of goods supplied, the volume of work performed, services rendered are listed in Appendix No. 1 to the procurement documentation "Technical Task".
The terms of the contract concluded as a result of the procurement are specified in Appendix No. 2 to the procurement documentation "Draft Agreement".
The remaining and more detailed procurement terms are contained in the procurement documentation, which is an integral part of this Notice.
Before the final determination of the winner, the Organizer has the right to require any participant to confirm his compliance with the qualification requirements. The confirmation of the Participant’s compliance with the qualification requirements is carried out according to the criteria specified in the Procurement Documentation. Confirmation of the Participant’s compliance with qualification requirements can be carried out according to all criteria, or selectively. The Participant’s refusal of this procedure may be regarded by the procurement commission as providing false information. An application from a non-qualified participant will be rejected.
