Comments: in accordance with the decree of the Government of the Russian Federation of September 16, 2016 № 925 establishes the priority of goods of Russian origin, works, services, performed by Russian persons in relation to goods, Originating from a foreign country, works, services, performed, rendered by foreign persons.
This procedure of request for proposals is not a contest and its conduct is not regulated by articles 447-449 of the first Civil Code of the Russian Federation. This price inquiry procedure is also not a public competition and is not regulated by articles 1057-1061 of the second Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
Any legal, natural person, including an individual entrepreneur, registered on the "grids" JSC's electronic trading company as a participant of the given system, i.e. having concluded a corresponding contract with the system operator, may participate in the purchase accordance with the rules, conditions and procedure of registration of PJSC "grids" system (www.b2b-mrsk.ru).
The customer may change the terms of the stages of "consideration of participants ' proposals" and "summing up the procurement procedure".
The purchase is carried out in electronic form (the application of the participant is provided only in electronic form through the functionality of the electronic trading. The participant's application on paper is not provided).
All documents included in the application must be prepared in Russian. All amounts of funds in the documents included in the application must be expressed in Russian rubles. Applications must be prepared in accordance with the requirements of procurement documentation and provided to the organizer of the bidding in the electronic safe in accordance with the current regulations of electronic system of PJSC "grids": Www.b2b-mrsk.ru from the date of publication of the notice of purchase and before the deadline for submission of applications (time and date specified in the notice).
The customer has the right to refuse to request a price at any stage before signing the protocol at the choice of the winner, without incurring any liability to the bidders or third parties, to whom such action may bring losses.
Detailed information indicating the quantity of goods delivered, delivery time, etc. is specified in annex № 1 to the Procurement documentation "Specification". The terms of the contract concluded on the results of the purchase are specified in Appendix № 2 to the procurement documentation "Draft Agreement".
The participants can get the purchase documentation on the official website of the Russian Federation-www.zakupki.gov.ru, electronic-trading platform-"grids" PJSC: Www.b2b-mrsk.ru, as well as on the site of the customer at the address: www.te.ru in the section "Purchases", which is available for review without charge, starting from the date of placement of the purchase.

Before the final determination of the winner the organizer has the right to demand from any participant confirmation of his/her compliance with the qualification requirements. Confirmation of eligibility of the participant is carried out according to the criteria specified in the purchase documentation. Confirmation of eligibility of the participant to qualifying requirements can be carried out both on all criteria, and selectively. A participant's refusal from this procedure may be regarded by the purchasing Commission as providing false information. The application of the non-compliant participant will be rejected.
