Comments: in accordance with the decree of the Government of the Russian Federation of September 16, 2016 № 925 sets priority of goods of Russian origin, works, services, performed by Russian persons in relation to goods, Originating from a foreign country, works, services performed by foreign persons.
This procedure of request for proposals is not a contest and its conduct is not regulated by articles 447-449 of the first part of the Civil Code of the Russian Federation. This procedure of price request is also not a public contest and is not regulated by articles 1057-1061 of the second Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
Any legal, natural person, including an individual entrepreneur registered on the ETP of PJSC "Rosnets" as a participant of the given system, i.e. having concluded the corresponding contract with the operator of the system in accordance with the rules, conditions and procedure of registration of the system of PJSC "Rosnets" (www.b2b-mrsk.ru).
The customer may change the terms of take stock stages of "consideration of proposals of participants" and "take stock of the results of procurement procedure".
The purchase is carried out in electronic form (the application of the participant is provided only electronically through the functional of the ETP. The participant's application on paper is not provided).
All documents included in the application must be prepared in Russian language. All amounts of funds in the documents included in the application must be expressed in Russian rubles. Applications must be prepared in accordance with the requirements of the procurement documentation and provided to the organizer of the bidding in an electronic safe in accordance with the current regulations of the electronic system of the ETP PJSC "Rosnets": Www.b2b-mrsk.ru from the date of publication of the purchase notice and before the deadline for submission of applications (the time and date are indicated in the notice).
The customer has the right to refuse to request prices at any stage prior to the signing of the protocol at the choice of the winner, without incurring any liability to the participants of the price request or third parties to whom such action may bring losses.
Detailed information indicating the quantity of goods delivered, delivery time, etc. is specified in Appendix № 1 to the Procurement Documentation "Technical specification". The terms of the contract concluded according to the purchase results are specified in Appendix № 2 to the procurement documentation "draft contract".

Before final determination of the winner the organizer has the right to demand from any participant to confirm its compliance with qualification requirements. Confirmation of eligibility of the participant is carried out according to the criteria specified in the procurement documentation. Confirmation of eligibility of the participant can be carried out both by all criteria and selectively. The refusal of the participant from this procedure may be considered by the Purchasing Commission as providing knowingly false information. A non-compliant participant's application will be rejected.
