Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.

4. Technical requirements for the design of the Forms for the Notice (acceptable formats):
- Form # 3 is required in Excel (editable) and scanned version with signature and seal in PDF;
- Forms No. 1, No. 2, No. 4, No. 5 and No. 6 must be scanned versions with signature and stamp in PDF.

5. The request for proposals is admitted to companies that have submitted bids, drawn up according to the composition of documents and information in accordance with the requirements of clause 2 "Notice of the request for proposals".

6. This procedure is not a competition, its implementation is not regulated by Articles 447 - 449 of Part 1 of the Civil Code of the Russian Federation. This RFP procedure is also not a public auction and is not subject to Articles 1057-1061, Part II, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
