This procedure is a request for proposals and does not entail a mandatory requirement for the Customer to conclude an agreement.

This procedure is not a competition, its implementation is not regulated by Articles 447 - 449 of Part One of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not governed by Articles 1057 - 1061 of Part Two of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate volume of civil obligations on the Organizer.
