Comments: To participate in the procurement procedure, the Procurement Participant must meet the following general requirements:
a) compliance with the requirements established by the legislation of the Russian Federation to persons carrying out the supply of goods, performing work, rendering services that are the subject of procurement;
b) non-conduct of liquidation, reorganization (in a form that does not provide for the successor to all rights and obligations) of the Procurement Entity - a legal entity and the absence of the arbitration court's decision to recognize the Participant as a legal entity or individual entrepreneur bankrupt and to open a bankruptcy proceeding;
c) non-suspension of the Purchaser's activity in the procedure provided for by the Code of Administrative Offenses of the Russian Federation on the date of submission of the application for participation in the procurement procedure;
d) The participant has no purchases of debts on accrued taxes, levies and other obligatory payments to budgets of any level or state extra-budgetary funds for the past financial year, the amount of which exceeds twenty five percent of the book value of the Purchaser's assets according to the financial statements for the last completed accounting period.
