Before submitting envelopes, participants of this procedure MUST attach the Applicant's Questionnaire and documents according to the questionnaire simultaneously with the submission of the proposal and a file in the form of a scanned copy of their commercial proposal signed by an authorized person and certified by the seal of the organization-participant of this procedure to their proposals in electronic form. In case of non-fulfillment or improper fulfillment by the participant of the procedure of this requirement, the organizer of the procedure reserves the right not to consider the proposal of this participant.
