Software for planning and optimizing mobile networks (hereinafter referred to as software), which is deployed in the Customer’s circuit on the Customer’s infrastructure.
Comments: The purpose of the information request: Market analysis and formation of a preliminary list of bidders.
Subject of the request:
Software for planning and optimization of mobile networks (hereinafter referred to as software), which is deployed in the contour of the Customer on the Customer's infrastructure. Detailed information is provided in Appendix 4.1 "Terms of Reference".
Accepting the invitation, the Participant expresses readiness to conduct the pilot on all points of Annex 4 "PiO Questionnaire" until 31.08.2020 on the site of 100-200 Base Stations network.
The software supply includes:
• provision of the software, licenses and instructions necessary for maintenance and deployment of the software in the Customer's contour;
• software support and update.
The planned stages of the Procurement event:
Phase 1. RFI. Gathering information about the technical solutions offered on the market. Collection of documents for qualification. Creating a list of stakeholders.
Phase 2. Preliminary qualification. Assessment of technical solutions of participants for compliance with qualification requirements taking into account successful passing of product testing (pilot).
Stage 3. Commercial stage among qualified participants.
Step 4. The choice of the winner.
Phase 5. Conclusion of the contract with the winner.
To participate in the pre-qualification, please submit the following documents to the e-mail address Tenders_AKonovalova@beeline.ru, no later than 12:00 (MSK) on April 27, 2020. ::
1. Completed application 1 "Participant Questionnaire" in pdf format (scanned with signature);
2. Completed application 2 "Questionnaire of potential supplier" in excel format;
3. Completed application 3 "FinAnaliz_rating" in excel format;
3.1. Provide a certified scan copy of the balance sheet or other documents characterizing the financial and economic activity of the organization for closed periods of the current year, as well as for periods, corresponding to the file "FinAnaliz_rating" (maximum for 3 years).
4. Completed Appendix 4 "PiO Questionnaire", as well as presentation of your technical solution.
5. Completed Annex 6 "Negotiating Agreement" in pdf format (scanned with signature);
6. Documents of title:
- Extract from the Unified State Register of Legal Entities certified by DPI, scan in pdf format;
- Certificate of state. Registrations/ INN/ OGRN/ certificate of registration in DPI, scan in pdf format;
- Current version of the charter with current changes, scan in pdf format;
- Power of attorney or other document authorizing a person to sign documents on behalf of the organization.
Electronic copies of documents shall meet the following conditions:
• The participant should ensure that every scanned document is easily readable.
• Each scanned document must be saved in a separate file, a single page document being saved in a separate file and a document containing multiple pages and annexes, $ should also be grouped into a single PDF file (for example: Charter, balance sheet for each year of financial and economic activity).
• Each document must have a name (abbreviated) corresponding to its contents.
• The names of the forms to be filled in must not be changed.
• The response must be wrapped using the RAR archiver. The archive name must be short. If the size of the archive exceeds 10 MB, it must be split into volumes not larger than 10 MB. If the archive is split into volumes, each volume must be sent in a separate letter.
• The subject of the letter should contain: abbreviated name of the event; abbreviated name of the participant; volume number of volumes; number of volumes (for example: software for PiO_Name of the participant_1-th volume archive in 3 volumes).
• All letters must contain a signature indicating: the name of the sender; the position of the sender; the office in which the sender works; his contact phone numbers (including mobile phones); e-mail; the name of the sender; the name of the sender; organization.
PJSC "VimpelCom" reserves the right not to consider a response that does not comply with one or more of the rules set out above.
Please note that your consent to participate in the event also implies acceptance of the terms of the Privacy Statement (including: "Negotiating Agreement") and you will be liable for failure to comply with the terms and conditions in accordance with applicable law.
By the deadline of 25 May 2020, all participants who responded to the announcement will receive a package of pre-qualification requirements, including your product testing program.
This invitation does not constitute a notice of holding an open tender or auction in the sense of Articles 447-449 of the Civil Code of the Russian Federation, and, accordingly, does not entail obligations for PJSC "VimpelCom". provided for in these articles.$

This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
