Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

The procedure of market study is carried out according to the needs of JSC "LGOK", which is part of the METALLOINVEST Group of Companies.

This request for proposals consists of 2 stages:

!!! Attention: To participate in the commercial stage-submission of applications for the technical stage (stage 1 (preliminary) is MANDATORY!

! stage 1 (preliminary) - collecting only Technical proposals (Appendices 2-7) + a calendar plan for the execution of works (issued in free form)!!!;
! Stage 2 (main) - collection of Commercial offers (Appendices 10, Appendices 12).

Within the framework of the 1st stage (preliminary), the proposal should consist only of the technical part (Appendices 2-7), certified by the signature of the head with a seal impression. The technical part must specify the list and composition of the work and it is not allowed to specify any information related to the commercial part (total cost, unit prices, payment terms, etc.). The offer must strictly correspond to the data specified on the electronic platform. If there is a discrepancy between the data in the attached TP and the completed electronic form on the site, the electronic form takes priority. In case of non-compliance with the above requirements, the TA will be rejected.

Within the framework of the 2nd stage (the main one), the offer should consist of the commercial part (Annexes 10 and 12). The payment terms must be determined taking into account the payment day established in METALLOINVEST Group from 01.07.2021 – Tuesday.
The offer is valid for at least 180 calendar days.

METALLOINVEST Management Company LLC uses electronic document management (EDI) with its partners and customers in the Diadoc system (http://www.diadoc.ru) of SKB Kontur company. Please note that, all other things being equal, preference may be given to a supplier using electronic document management systems.
If false information is provided, the potential service provider may be suspended from participating in the Procurement, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such a Contract may be terminated.
The procurement procedure is an internal procedure for selecting a Contractor by the Company and should not be considered as a tender in the sense of Articles 447-449 of the Civil Code of the Russian Federation, and also is not a public tender, which is regulated by Chapter 57 of the Civil Code of the Russian Federation.
The Company has the right to choose an Offer that does not have the lowest price, as well as to accept or reject any Offer in whole or in part, as well as to reject all Offers with or without explanation, as well as to cancel the purchase at any stage, including after selecting the Winner.
