Before the envelopes are opened, the participants of this procedure MUST attach to their proposals in electronic form the Bidder's Questionnaire and documents according to the list simultaneously with the submission of the proposal and a file in the form of a scanned copy of their commercial proposal (indicating the terms of transportation and payment terms) signed by an authorized person and certified by the seal organization participating in this procedure. In case of non-fulfillment or improper fulfillment by a participant of the procedure of this requirement, the organizer of the procedure reserves the right not to consider the proposal of this participant.
